Général de Division Ibra Boulama Issa, the Governor of Agadez, presented challenges and future prospects for the region following a review of the 'Programme de la Refondation de la République'. The governor stated the focus is on strengthening the well-being of populations, particularly by improving basic social services, infrastructure, and equipment. Difficulties include access to essential services such as energy, electricity, water, fuel, and gas. Général de Division Ibra Boulama Issa emphasized citizen involvement, stating, "C’est la population elle‑même qui peut observer ces comportements. Même si les Forces de Défense et de Sécurité sont mobilisées, cela ne suffira pas sans la collaboration des citoyens."
Addressing Energy Deficits
The NIGELEC power plant in Agadez is currently experiencing aging infrastructure, according to regional authorities. To address this, the Algerian Ministry of Energy announced two weeks ago a plan for a new solar power plant that will include a hybrid turbine, alongside improvements to Agadez's existing electrical grid. Officials have also outlined a long-term strategy for the extension of the electrical network with NIGELEC, projecting developments up to the year 2035. In the short term, the installation of four new generator sets is expected in Agadez, aiming to bolster the region's power supply.
Boosting Water Supply
Agadez is currently facing a significant deficit in water production, with the existing output of approximately 19,000 m³ deemed insufficient for the city's needs. To address this shortfall, authorities have conducted studies aimed at increasing water production by at least 10,000 m³. Plans are underway to drill eight additional boreholes at the Kafra stations. These new boreholes are projected to boost the region's total water capacity by a minimum of 10,000 m³, directly responding to the noted deficit and aiming to meet the city's growing demand.
Fuel and Gas Supply Issues
Difficulties in fuel and gas supply have been noted in Agadez, specifically related to the operations of SONIDEP. These issues coincide with a growing demand for both fuel and gas within the region, driven particularly by the needs of market gardening activities and local gold miners. To address the supply challenges, exchanges have taken place with the Ministry of Commerce aimed at increasing the quantities of fuel and gas destined for Agadez. Separately, tanker trucks were recently dispatched to Algeria to retrieve Jet A1, which was then used to resupply Niamey.
Combating Incivism and Seeking Cooperation
Negotiations are currently underway to facilitate the supply of essential resources to the Tahoua and Agadez regions from Algeria. This initiative aims to bolster regional stability and address various challenges. Two months ago, a meeting was held where participants identified incivism as a significant problem, specifically citing individuals who engage in speculation by filling canisters to resell fuel during periods of shortage. Governor Général de Division Ibra Boulama Issa has since requested the involvement of civil society organizations to help report these acts of incivism. The Governor's appeal shows the administration's focus on community participation to counter illicit practices and ensure equitable distribution of resources. Efforts are concentrated on collaborative solutions to improve regional governance and service delivery.
