ANPE Director General Visits Diffa to Strengthen Regional Ties and Services

M. Idé Oumarou Abdou, Director General of the National Agency for Employment Promotion (ANPE), arrived in Diffa on Sunday, August 23, 2026, in the early evening, accompanied by a delegation of close collaborators. His arrival was met by Lieutenant-Colonel Abdou Halilou Atto, Administrator Delegate of the Diffa urban commune, alongside regional directors of state technical services, and ANPE regional agents. This visit is part of a broader tour the ANPE Director General is conducting across the Agency's different regional directorates, aiming to reinforce the institution's presence and effectiveness nationwide. The primary objectives of this significant visit include strengthening ties between the general directorate and its decentralized representations, better appreciating field realities and constraints, and discussing prospects for improving the Agency's services to better meet the needs of the local population.

Welcome and Initial Engagements

Upon his arrival, Lieutenant-Colonel Abdou Halilou Atto, Administrator Delegate of the Diffa urban commune, presented a white turban to M. Idé Oumarou Abdou. This traditional gesture of welcome and hospitality showed the importance of the Director General's visit to the region. M. Mamane Kouri Oumar, Regional Director of ANPE Diffa, expressed his profound satisfaction at receiving the institution's head and his delegation, noting the positive impact such high-level visits have on regional operations. During his stay in Diffa, the Director General plans to undertake several key activities. These include a full visit to the regional directorate's premises, where he will meet with all its agents to discuss their work and challenges. M. Idé Oumarou Abdou also intends to hold meetings with various regional administrative and customary authorities, fostering dialogue and collaboration. These engagements are meticulously designed to strengthen the vital ties between the general directorate and its decentralized representations, thereby allowing the Director General to appreciate field realities and constraints firsthand. The discussions held during these meetings will also cover critical prospects for improving the Agency's services in the region, ensuring they are responsive and effective.

ANPE's Role and Mission

The mission occurs as the Agence Nationale pour la Promotion de l’Emploi (ANPE) works to reinforce its key role in promoting employment and professional integration for young people and job seekers across Niger. Established in 1996, the ANPE operates as a public employment service instrument throughout the country. Its core functions are full, encompassing labor market intermediation, the reception and guidance of both job seekers and employers, and providing essential support for them. Beyond these foundational services, the agency also plays a key role in implementing various programs specifically focused on integration, reintegration, and professional retraining, catering to diverse needs within the workforce. The ANPE maintains a strong network of eight regional directorates, strategically situated in the capitals of the country's regions, with one such vital office located in Diffa. In the Diffa region specifically, the ANPE directs its efforts towards actions meticulously designed to strengthen the employability and integration of youth, a demographic particularly vulnerable to unemployment.

Regional Initiatives and Future Outlook

The Diffa regional directorate has been proactive in its initiatives, notably launching a mechatronics training program for 30 young individuals in June 2026. This program operates under the Professional Retraining Contract (CRP), providing participants with specialized skills in a growing technical field. The Director General's current visit to Diffa follows the recent launch of activities commemorating the 30th anniversary of ANPE in the region, a significant milestone for the agency. During the 30th-anniversary ceremony, regional officials emphasized the necessity for ANPE to continuously adjust its interventions to the rapidly evolving labor market conditions. They pointed to digitalization, data exploitation, professional orientation, skills development, entrepreneurship, and value creation as key areas requiring adaptation and innovation to remain effective.

Nationally, ANPE is actively developing partnerships and programs designed to improve the employability and socio-economic inclusion of vulnerable populations. As part of these concerted efforts, ANPE signed a significant agreement in April 2026 with the Norwegian Refugee Council (NRC). This collaboration seeks to combine the organizations' respective efforts towards enhancing youth employability and socio-economic integration, with a particular focus on internally displaced persons, who often face unique challenges in accessing employment opportunities. This strategic partnership shows ANPE's commitment to addressing the diverse needs of the population it serves.
