The event, held at the Maison des Jeunes et de la Culture (MJC) in Diffa, launched the popularization of the Republic's Refoundation Program (PRR) 2025-2029. The workshop aims to present and foster the adoption of the PRR, which serves as the new framework for public policies in Niger. This regional workshop in Diffa marks a significant step in the nationwide effort to introduce and integrate the Republic's Refoundation Program (PRR) 2025-2029. M. Attahirou Mahamadou Maidouka, in his capacity as Secrétaire Général of the Diffa region and representative of the Governor, showed the importance of this initiative for the region's development. The opening ceremony, a formal commencement of the program's popularization, was a key event in the local calendar.

Program Goals and Structure

The Republic's Refoundation Program (PRR) 2025-2029 is designed to address key challenges facing Niger across security, social, and economic sectors. This new public policy framework is structured around four strategic axes. These axes include strengthening security and social cohesion, promoting good governance, developing production bases to consolidate economic sovereignty, and accelerating social reforms. The workshop currently underway in Diffa is specifically intended for various socio-economic actors within the region. This engagement aims to popularize the PRR and ensure its broad adoption among stakeholders. The program seeks to provide full responses to the nation's pressing issues through these defined pillars. The full nature of the PRR is reflected in its ambition to tackle the country's main challenges in security, social, and economic domains simultaneously. The four strategic axes serve as the foundational pillars upon which the entire program is built, guiding all future public policy decisions and implementations.

The first strategic axis, strengthening security and social cohesion, aims to create a stable and unified environment essential for national progress. This involves not only enhancing the capabilities of security forces but also fostering community resilience and inter-communal harmony. The second axis, promoting good governance, focuses on improving institutional effectiveness, transparency, and accountability across all levels of government. This is seen as key for building public trust and ensuring equitable resource distribution. Developing production bases to consolidate economic sovereignty, the third axis, targets economic diversification and self-sufficiency. This includes initiatives to boost agriculture, industry, and local entrepreneurship, reducing reliance on external factors. Finally, accelerating social reforms, the fourth strategic axis, is dedicated to improving access to essential services such as education, healthcare, and social protection, thereby enhancing the overall well-being of the population.

Origins and Funding

The Republic's Refoundation Program (PRR) document originated from a national diagnosis conducted in the aftermath of events on July 26, 2023. This diagnostic process led to the formulation of the program, which was subsequently adopted on October 11, 2025. The global cost associated with implementing the PRR is estimated to exceed 16,000 billion FCFA. Niger plans to finance 85% of this extensive program through its own national resources. The remaining portion is expected to be covered by external contributions, noting a significant domestic commitment to the framework's objectives. The adoption of the PRR document on October 11, 2025, marked a key moment, officially establishing it as the guiding framework for public policies in Niger for the specified period. The substantial financial commitment from Niger's national resources shows the government's resolve and belief in the program's transformative potential.

Regional Adoption Efforts

The workshop in Diffa is part of a broader effort to ensure the Republic's Refoundation Program (PRR) 2025-2029 gains widespread understanding and acceptance across Niger. Similar workshops are planned to popularize the new public policy framework in other regions of the country. This strategy aims to engage a diverse range of socio-economic actors at the regional level, facilitating their input and fostering a sense of ownership over the program's objectives. By conducting these regional sessions, the government seeks to tailor the program's implementation to specific local contexts while maintaining a unified national vision. The goal is to build consensus and mobilize support for the PRR as it forms the new strategic direction for Niger's development over the coming years. These regional workshops are key for ensuring that the PRR is not merely a top-down initiative but rather a nationally embraced strategy, benefiting from local insights and participation.
