Diffa Region's Fiscal Reforms Drive Tenfold Revenue Surge

The Diffa region in Niger is reporting remarkable results and significant success in its internal fiscal resource mobilization efforts, driven by ongoing economic reforms. These efforts are yielding substantial financial gains for the region. Revenues from the forfaitaire tax are projected to increase more than tenfold, from 41,486,400 FCFA in 2023 to 436,218,939 FCFA by 2026. This substantial progression represents an increase of more than ten times their initial level. This significant financial growth is directly attributed to reforms aligning with Niger's national policy of economic and financial sovereignty. The measures are part of the broader Programme de Résilience pour la Sauvegarde de la Patrie (PRSP) and are integrated into the country's 2026 finance law, demonstrating a concerted national and regional effort towards fiscal independence and stability.

Expanding Fiscal Reach

The fiscal reform program now encompasses all twelve communes within the Diffa region: Diffa, Maïné-Soroa, N’Guigmi, Bosso, Goudoumaria, N’Gourti, Foulatari, N’Guel-Beyli, Toumour, Gueskérou, Kablewa, and Chétimari. This full coverage ensures that the benefits of the reforms are extended across the entire administrative landscape of the region. Administrative and fiscal census operations commenced in 2022 in several communes, supported by UNICEF, laying the groundwork for these extensive reforms. These initial operations led to a significant increase in the taxable population, ranging from 100% to 150% in some communities, indicating a successful initial outreach and identification of new revenue sources. In 2024, fiscal census operations in the urban communes of Diffa, Maïné-Soroa, and N’Guigmi demonstrated exceptional performance, building on the momentum of earlier efforts.

The fiscal census operations were expanded in 2025 to include six communes: Diffa, Bosso, Maïné-Soroa, N’Guigmi, Goudoumaria, and N’Gourti, further broadening the scope of the reform. The commune of Diffa experienced a substantial rise in forfaitaire tax revenue, increasing from 29.65 million FCFA in 2023 to 133.13 million FCFA in 2024, and further to 240.49 million FCFA in 2025, with a projection of 276.56 million FCFA for 2026. This remarkable growth shows the effectiveness of the implemented strategies in the region's largest urban center. Similarly, N’Guigmi's forfaitaire tax revenues grew from 6.08 million FCFA in 2023 to 30.80 million FCFA in 2024, reaching 56.66 million FCFA in 2025, and are projected to hit 65.16 million FCFA in 2026, showcasing consistent upward trends.

The Maïné-Soroa department also saw its forfaitaire tax revenues increase from 5.76 million FCFA in 2023 to 15.59 million FCFA in 2024, then to 42.63 million FCFA in 2025, with a projected figure of 49.02 million FCFA for 2026. This progression notes the widespread impact of the reforms beyond just the largest communes. Communes such as Bosso, Goudoumaria, and N’Gourti, which previously reported almost no collection, are now projecting significant revenues for 2026, with 14.67 million FCFA, 11.45 million FCFA, and 13.37 million FCFA respectively. This transformation in previously underperforming areas is a testament to the full nature of the fiscal program. The six newly extended communes—Chétimari, Gueskérou, Kablewa, Toumour, Foulatari, and N’Guel-Beyli—are collectively projected to generate a global total of nearly 20.3 million FCFA in 2026, contributing further to the region's overall fiscal health.

Targeted Tax Increases

Revenues from synthetic tax in the Diffa region increased by 186%, demonstrating the efficacy of modernizing and optimizing various tax categories. The Tax on Income from Rental Properties (IRBH) also saw a significant rise, with revenues increasing by 227%, indicating a successful effort to capture revenue from the real estate sector. Overall, this fiscal campaign generated more than 200 million FCFA in fiscal retrocessions for the local authorities in the region, providing direct financial benefits back to the communities for local development.

The Regional Tax Directorate structured and codified the central markets of Diffa, Maïné-Soroa, and N’Guigmi, a key step in formalizing and optimizing revenue collection from commercial activities. This initiative led to the identification and organization of more than 4,336 shops into twelve blocks, creating a more manageable and transparent system for tax collection. In Maïné-Soroa, revenues derived from market and kiosk rental taxes increased by 152% compared to 2024, reflecting improved collection mechanisms and compliance. N’Guigmi's taxpayer codification efforts enabled the effective collection of market and advertising taxes, showing a 100% progression, indicating a doubling of revenues in these categories. The urban commune of Diffa experienced a 137% rise in market and public domain occupation taxes, with a projected evolution of 248% in 2026, showing the substantial and ongoing growth in urban revenue streams.

Regional revenues for the Tax on Rental Income increased from 19.62 million FCFA in 2023 to 74.88 million FCFA in 2024, and further to 130.92 million FCFA in 2025. Projections for 2026 indicate these revenues will reach 148.48 million FCFA, illustrating a strong and sustained upward trajectory. Specifically, the commune of Diffa's Tax on Rental Income evolved from 13.64 million FCFA in 2023 to a projected 93.75 million FCFA in 2026, noting the significant contribution of the regional capital. For the Tax on Income from Professional Leases, Diffa commune's revenues evolved from 27.2 million FCFA in 2024 to 32.98 million FCFA in 2025, with a projection of 37.93 million FCFA in 2026, demonstrating consistent growth in professional sector contributions.

Strategic Objectives and Support

The fiscal reform program aims to strengthen the investment capacity of communes in priority social sectors, ensuring that the increased revenues translate into tangible improvements for residents. These additional resources are designated to finance infrastructure for schools, health facilities, water supply, and nutrition, alongside social protection actions targeting children, women, and youth. This strategic allocation of funds directly addresses critical development needs within the region, fostering long-term resilience and well-being. Communes receive support designed to improve their project ownership in areas such as social spending planning, tax revenue management, accountability, and transparency, ensuring that local authorities are equipped to effectively manage and deploy these new resources. This full support system aims to build sustainable local governance capacity.

For the year 2026, the Regional Tax Directorate intends to consolidate the gains achieved in communes already covered by reforms and to extend the fiscal census operations to the six new communes, ensuring that the entire region benefits from the enhanced revenue collection strategies. The stated objective behind these efforts is to establish an exhaustive fiscal potential database within each of the twelve communes, providing a clear picture of the region's economic landscape and untapped revenue opportunities. This initiative also seeks to improve understanding of high-yield economic sectors, allowing for more targeted and efficient tax policies, strengthen fiscal citizenship among residents through increased awareness and participation, and ultimately guarantee sustainable and predictable local resources for the region, fostering long-term financial autonomy.

Recognition and Future Outlook

Diffa's fiscal performance was recognized as a model for other regions, showing the national significance of its achievements. The region's strategies were presented as a best practice at a national workshop on domestic resource mobilization held in Niamey in March 2026. This national recognition notes the success of the fiscal reforms implemented across Diffa's twelve communes, showcasing their effectiveness to a broader audience. The presentation aimed to share the region's experience in strengthening internal fiscal resource mobilization with other local authorities, emphasizing the effectiveness of its full approach. The workshop showed the potential for similar revenue increases through structured reform programs nationwide, positioning Diffa as a pioneer in fiscal innovation. The Diffa region's initiative is now considered a benchmark for fiscal capacity building, offering a replicable model for other regions striving for economic and financial sovereignty.
