Diffa Workshop Aims to Bolster Child Welfare Through Updated Accountability Plan

A regional workshop opened Tuesday, August 4, 2026, in Diffa, dedicated to evaluating and updating the Multisectoral Accountability Plan Communes-UNICEF. This key initiative seeks to strengthen local governance and accelerate results for children across the region's twelve communes. The opening ceremony for the two-day event was presided over by M. Mamane Gouzaé, Deputy Secretary General of the Diffa region. During his address, M. Gouzaé emphasized the profound importance of the gathering for the future well-being of the region's youth. He stated, "By defining measurable objectives and concrete commitments for the coming years, the Diffa region reaffirms its desire to build lasting solutions to strengthen community resilience and improve the well-being of children and youth." The workshop, which is scheduled to last for two days, brings together key stakeholders from the communes and UNICEF to collaboratively address the multifaceted challenges faced by children in the region.

Context of Crisis and Vulnerability

The Diffa region has been grappling with a protracted security crisis since 2015, a situation that has profoundly contributed to significant humanitarian challenges. This ongoing instability has led to a large number of internally displaced persons within the region, placing immense strain on existing resources and social structures. As of January 19, 2026, the Diffa region recorded a staggering 175,182 displaced individuals, with children constituting a particularly vulnerable demographic, accounting for 56% of this displaced population. The displacement often disrupts access to essential services and exposes children to additional risks.

In addition to these widespread security concerns, the region has been severely impacted by the escalating effects of natural disasters. Climate change effects, including recurrent floods originating from the Komadougou Yobé river, significantly exacerbate the already precarious vulnerability of the population. These environmental challenges compound the difficulties faced by communities already struggling with displacement and insecurity. For instance, flooding affected 98,664 people in 2024, a notable increase compared to the 21,058 individuals impacted by floods in 2025. The combination of these crises means children in Diffa continue to face substantial deprivations. These critical deprivations span essential areas including education, hindering their learning and development; health services, impacting their physical well-being; nutrition, leading to widespread malnutrition; protection, leaving them vulnerable to various forms of exploitation and abuse; and access to adequate water, hygiene, and sanitation facilities, which are fundamental for public health.

Workshop Objectives and Scope

The workshop in Diffa is meticulously designed to assess the progress achieved within each of the twelve communes involved in the Multisectoral Accountability Plan Communes-UNICEF. Throughout the event, participants will engage in detailed discussions to identify current constraints impacting the plan's effective implementation and subsequently define concrete corrective measures to address these identified challenges. A primary and critical objective of the workshop is also to update the multisectoral accountability framework, specifically tailoring it for the upcoming 2027 period to ensure its continued relevance and efficacy.

The entire initiative's foundation rests firmly on the provisions outlined in the General Code of Territorial Collectivities. This strong legal framework guides the operational structure, defines the responsibilities, and sets the parameters for the collaboration between the communes and UNICEF. Adherence to these legal provisions is central to the workshop's discussions, ensuring that all proposed updates and strategies for the accountability plan are legally sound and institutionally supported.

Participants at the workshop will undertake a full review of the existing collaboration axes related to children and youth welfare, evaluating their effectiveness and identifying areas for improvement. The agenda includes a focused effort to consolidate Key Results Indicators (KRCs) to better measure the impact of interventions and to strengthen risk-based programming strategies, ensuring resources are allocated efficiently to address the most pressing needs. Additionally, a significant aim of the workshop is to restructure the Memoranda of Understanding (MoU) currently in place between the participating communes and UNICEF, ensuring their continued relevance, clarity, and effectiveness in fostering a collaborative environment for child welfare initiatives. This restructuring will help streamline operations and clarify roles and responsibilities for all parties involved.

Past Achievements and Future Focus

Despite the formidable challenges posed by the security crisis and the intensifying effects of climate change, including recurrent floods originating from the Komadougou Yobé river that have intensified the vulnerability of the region's population, significant achievements have been recorded since 2023 under the Multisectoral Accountability Plan Communes-UNICEF. These concerted efforts have included providing key support for vaccination campaigns, which have been vital in protecting children from preventable diseases. The plan has facilitated the implementation of targeted actions against malnutrition, addressing a widespread issue that undermines children's health and development. Promoting sanitation initiatives has also been a key focus, contributing to improved public health and hygiene practices across the communes.

The plan has also facilitated tangible improvements in infrastructure and access to essential services. This includes the construction and equipping of classrooms, thereby enhancing educational opportunities for children in the region. The establishment of water points in schools has ensured access to safe drinking water, a fundamental right and a prerequisite for health and hygiene. The creation of child-friendly spaces has provided safe environments for children to play, learn, and recover from the trauma of displacement and insecurity. There have been notable improvements in flood preparedness measures, aiming to mitigate the devastating impact of natural disasters on vulnerable communities and protect lives and livelihoods. These achievements show the resilience of the communities and the effectiveness of the collaborative efforts between the communes and UNICEF.
