Minister of Commerce and Industry, M. Abdoulaye Seydou, continued his visits to Chinese-funded industrial units in Niamey on Thursday, July 9, 2026. The inspections aimed to promote local consumption and enhance the value of products manufactured within Niger. These visits are a key part of the government's strategy to bolster domestic industries and reduce reliance on imports. M. Seydou stated the objective of his tour was to observe productivity levels, identify operational difficulties faced by the industries, and discuss opportunities linked to measures mandating the consumption of local products. This initiative shows the government's commitment to fostering economic growth through national production.

On-Site Inspections and Company Profiles

The Minister of Commerce and Industry, M. Abdoulaye Seydou, began his inspections at Niger Élégant SARLU, a plastic shoe manufacturing plant located in Liboré. This facility represents a significant investment in local manufacturing capabilities, contributing to the domestic supply of essential goods. Following this, his delegation visited Guangyao Produits Plastiques Limited SARLU, also situated in Liboré. This company specializes in the production of plastic household items, as well as components for fans and light bulbs, demonstrating a diverse range of manufacturing expertise within the region. The minister observed the production processes at both sites, noting their contribution to local employment and product availability.

The third stop on the inspection tour was the Regal factory in Sorey. The Regal facility is known for its production of carbonated beverages and various dairy products, catering to both local tastes and nutritional needs. The minister's visit to Regal noted the importance of food and beverage manufacturing in the national economy. A subsequent visit was made to the Société Nigérienne de Cartonnerie, located in the Aéroport district of Niamey. This final stop completed the minister's full overview of Chinese-funded industrial operations in the capital.

Société Nigérienne de Cartonnerie focuses on manufacturing packaging cartons with custom logos, alveoli, and adhesive tapes. This specialized production is key for supporting other local industries by providing essential packaging solutions. The company possesses an estimated daily production capacity of 15,000 packaging cartons, demonstrating its significant contribution to the supply chain. Additionally, it can produce 10,000 alveoli per day and 3,000 rolls of adhesive tape daily, showcasing its strong operational capabilities and its role in meeting the diverse packaging demands of the market. During his visit, M. Seydou gained insights into the company's operational efficiency and its strategic importance for local businesses.

Ministerial Objectives and Challenges

In all visited companies, Minister Abdoulaye Seydou received detailed explanations regarding their activities, production capacities, sales channels, and challenges. These discussions provided the minister with a clear understanding of the operational realities and potential for growth within each industrial unit. The minister indicated that the goal is to boost national production by ensuring that supply is in phase with demand, thereby reducing reliance on imports and strengthening the domestic market. This strategic alignment aims to create a more resilient and self-sufficient economy.

Mr. Abdoulaye Seydou encouraged the companies to continue production, enhance quality, and implement communication strategies to inform Nigeriens about locally made products. He emphasized the importance of public awareness and pride in national goods. He stated, "We wanted to encourage them in any case to continue this production, to further strengthen quality and, above all, to set up a communication strategy to make Nigeriens aware of the products that are manufactured in Niger." This notes the dual objective of improving product standards and promoting their consumption among the local population.

The Minister also addressed company leaders directly, urging them to expand their contributions beyond employment. He noted, "We appealed to and asked these industrial unit managers to ensure that their offer is not limited to employment because we observed young men and women who are indeed employed, but it is also about implementing a strategy to support youth entrepreneurship." This call to action shows the government's vision for industries to play a broader role in societal development, particularly in fostering a new generation of entrepreneurs.

Boosting Local Consumption and Youth

M. Abdoulaye Seydou urged company promoters to strengthen collaboration with youth associations and support young entrepreneurs who lack financial means. This emphasis on partnership aims to bridge the gap between industrial capabilities and nascent entrepreneurial ventures. The Minister of Commerce and Industry called for strategies to accompany youth entrepreneurship, emphasizing that companies' contributions should extend "beyond just employment," according to M. Seydou. He stated, "We appealed to and asked these industrial unit managers to ensure that their offer is not limited to employment because we observed young men and women who are indeed employed, but it is also about implementing a strategy to support youth entrepreneurship." This reiterated commitment seeks to empower the youth demographic by providing them with the necessary support and resources to establish their own businesses.

Additionally, he emphasized the need for collaboration with regional and communal authorities to ensure the availability of locally manufactured products. This cooperation aims to create opportunities for youth employment and foster economic growth within the regions. By ensuring that locally produced goods are accessible across the country, the government hopes to stimulate demand and create a virtuous cycle of production and consumption. This holistic approach seeks to integrate industrial development with community empowerment and regional economic vitality. The minister's visit thus served as a platform to reinforce the government's commitment to a strong, self-reliant, and youth-inclusive economy.
