Niger and Algeria Launch Joint Oil Exploration Project in Northern Niger

Prime Minister Ali Mahamane Lamine ZEINE of Niger and Prime Minister Sifi Ghrieb of Algeria arrived in Kafra, Agadez Region, Northern Niger, on Thursday, August 13, to officially launch the joint oil exploration project named "Kafra Sud-Est 1". The arrival of the two leaders marked the official commencement of drilling operations in the area. This cooperative initiative between Niger and Algeria aims to harness potential hydrocarbon reserves in the northern part of Niger, fostering economic development and strengthening bilateral ties. The drilling site for this project is strategically situated 85 km from the common border between the two nations, indicating a collaborative effort in resource development in a shared frontier region.

Deep Dive into Kafra Project

The "Kafra Sud-Est 1" project is being executed by ENAFOR, a subsidiary of the Algerian group Sonatrach. This initiative marks the first time an Algerian company has undertaken drilling operations within Niger, signifying a new chapter in energy cooperation between the two countries. The current drilling efforts for the project are targeting a depth of 3,900 meters as part of the exploration phase, aiming to uncover the full potential of the hydrocarbon reserves. The Kafra oil block, which is the focus of this project, has estimated reserves of 260 million barrels, noting the significant potential impact of this exploration.

Algerian Expertise and Training

A core objective of the project is the transfer of technology and the training of Nigerien personnel in hydrocarbon professions. This commitment to capacity building ensures that Nigerien cadres and workers operating in the hydrocarbon sector are currently undergoing direct on-site training as part of this initiative, gaining valuable practical experience and technical skills. During the visit, Nigerien Prime Minister Ali Mahamane Lamine ZEINE was accompanied by several key officials, showing the national importance of the project. These officials included the Minister of State for Defense, General Salifou Modi, and the Chief of Staff of the President's Private Office, Brigadier General Ibro Amadou Bacharou. The delegation also included the Director of the President's Cabinet, the Minister of Petroleum Hamadou Tini, and the Minister of Foreign Affairs, Cooperation and Nigeriens Abroad, Bakary Yaou Sangaré. These high-ranking officials were present to observe the commencement of operations and the ongoing training efforts, demonstrating governmental support for the project's multifaceted goals.

Niger's Growing Oil Sector

A production sharing contract for the Kafra block has been in place between Sonatrach's subsidiary Sipex and Nigerien authorities since 2015, and was renewed in 2022, providing a stable framework for the current exploration. Niger initiated the exploitation of its oil potential in 2008 following an agreement with the Chinese, which led to the exploration of the Agadem block. The country further developed its oil infrastructure in 2011 with the inauguration of its first refinery, the Société de Raffinage de Zinder (SORAZ), marking a significant step towards energy independence. These developments show the nation's ongoing efforts to expand its domestic hydrocarbon industry and enhance its energy security. Intensified exploration of the Agadem block allowed Niger to become an oil exporter starting in 2024, diversifying its economy and boosting its presence in the global energy market.

Bilateral Cooperation Noted

The "Kafra Sud-Est 1" oil project, which has now officially begun operations, targets the Kafra oil block with its significant estimated reserves. This joint venture is a testament to the deepening economic and strategic cooperation between Niger and Algeria. Major General Ibra Boulama Issa, Governor of Agadez Region, welcomed the visiting dignitaries alongside a mobilized population, reflecting the local community's support and enthusiasm for the project and the opportunities it presents.
