Regional Workshop Opens in Diffa to Address Land Governance and Conflict Prevention

A regional workshop opened in Diffa on Saturday, August 15, 2026, aimed at addressing land governance and conflict prevention. This official opening ceremony marked the commencement of a significant initiative designed to tackle pressing regional issues. The discussions and sessions are specifically focused on critical themes, including the complexities of pastoral mobility, strong conflict prevention strategies, and vital efforts to strengthen peace and social cohesion within the region. These interconnected themes are central to fostering stability and sustainable development in Diffa.

Participants in the workshop represent a broad range of stakeholders, reflecting the multifaceted nature of the issues being discussed and the full approach required for their resolution. Attendees include prefects, delegated administrators, members of defense and security forces, magistrates, and land commission members. Customary authorities, who play a key role in local governance and conflict resolution, are also actively participating. Pastoral civil society organizations, state technical services, and various technical and financial partners are taking part in the proceedings, ensuring a holistic representation of perspectives and expertise. This diverse participation shows the collaborative spirit intended to address the region's challenges effectively.

Workshop Objectives and Scope

The workshop in Diffa aims to strengthen participants' knowledge and skills concerning the Rural Code, a foundational legal framework, and the institutional mechanisms established for managing land and natural resources. A primary objective is to enhance understanding of the legal and administrative structures that govern land use and resource allocation. It also focuses intently on conflict prevention and resolution, particularly those disputes related to land access, the utilization of pastoral resources, and the delineation and management of transhumance corridors. These areas are frequent sources of tension, and improving management in these domains is critical.

Participants are expected to enhance their capacities regarding the legal and institutional frameworks governing land management and transhumance, equipping them with practical tools and insights. The workshop specifically seeks to improve stakeholder coordination, fostering better collaboration among different groups and authorities involved in land and resource management. It also aims to promote existing conflict prevention and resolution mechanisms, ensuring they are effectively utilized and understood by all parties. It intends to formulate concrete recommendations for improved natural resource governance, which can be implemented by local and regional authorities. The GIZ PETRADEP project supports these efforts, aiming to contribute to constructive dialogue among various actors. The project promotes the peaceful, inclusive, and sustainable management of both pastoral and land resources within the region, aligning with the workshop's overarching goals.

Regional Context and Challenges

The Diffa region holds strategic importance due to its geographical position, its significant agro-pastoral potential, and its proximity to both Nigeria and Chad. This unique location establishes Diffa as a key area for regional dynamics, serving as a crossroads for trade, migration, and cultural exchange. Its borders with neighboring countries mean that regional stability and resource management practices have broader implications.

The region is also recognized as a significant zone for pastoral mobility and cross-border exchanges, particularly within the Lake Chad basin and along the Komadougou Yobé valley. These areas facilitate the movement of livestock and goods, contributing to the broader regional economy and supporting the livelihoods of countless pastoral communities. The traditional routes and seasonal movements of livestock are integral to the region's socio-economic fabric.

However, the natural resources of the Diffa region face increasing pressures. These pressures are attributed to several interconnected factors, including ongoing demographic growth, which escalates demand for land and resources, and the widespread impacts of climate change, leading to unpredictable weather patterns and resource scarcity. The expansion of economic activities, often unplanned, also contributes to resource strain, alongside a rising demand for both agricultural and pastoral land. Such a confluence of factors intensifies competition over finite resources, frequently leading to disputes and conflicts among different user groups.

Despite these challenges, hydro-agricultural developments within the region are considered important assets. These projects are seen as vital for increasing agricultural production and enhancing food security for the local population, offering a pathway to mitigate some of the resource pressures by optimizing water use and land productivity. Such initiatives are key for building resilience in the face of environmental and demographic shifts.

Key Voices and Expectations

The workshop was held at the Lycée technologique de Diffa, with the official opening ceremony presided over by M. Mahamadou Attahirou Maidouka, Secretary General of the Diffa region, who represented the Governor. His presence showed the high-level commitment of regional authorities to the workshop's objectives. In his address, M. Maidouka showed the importance of pastoral mobility and transhumance, stating, "pastoral mobility and transhumance constitute essential components of the Sahelian pastoral economy and also contribute to bringing communities closer together and developing exchanges between the countries of the region." This statement noted the economic and social benefits derived from traditional pastoral practices.

He further emphasized the public authorities' engagement in efforts for food sovereignty, referencing the 'Programme Grande Irrigation' and interventions supported by the 'Fonds de Solidarité pour la Sauvegarde de la Patrie (FSSP)'. These initiatives aim to bolster agricultural output and improve resource management, demonstrating a multi-faceted approach to regional development and food security. The interventions funded by the FSSP are particularly noted for their role in supporting critical projects. The event also recalled a cooperation agreement signed in 2025 between the Diffa region and the province of Bol, further illustrating regional collaborative efforts and the ongoing commitment to cross-border cooperation on shared issues. This agreement serves as a testament to the region's proactive stance in fostering partnerships for mutual benefit and stability.
