VND/NUR was established in August 2000 in N'Guigmi to manage humanitarian and development interventions within the Diffa region. The organization maintains a focus on community resilience and long-term subsistence stability through its ongoing operations. Since its inception in N'Guigmi in August 2000, the organization has refined its operational model to address the specific geographical and socio-economic challenges present in the Diffa region.

Between 2024 and September 2026, VND/NUR provided food assistance to more than 280,000 beneficiaries in partnership with the World Food Programme (PAM). This collaboration addresses persistent resource gaps for populations across the area. The scale of this intervention reflects a coordinated effort to stabilize food security for the 280,000 beneficiaries identified during this two-year period. By working alongside the World Food Programme (PAM), VND/NUR utilizes established logistical channels to deliver essential supplies to remote communities that otherwise face significant barriers to consistent nutrition. This partnership ensures that the assistance reaches vulnerable households, mitigating the impact of resource scarcity in the region.

Strategic operations for the organization currently fall under a plan covering the period 2025-2030. This Strategic Plan, which spans from 2025 to 2030, serves as the primary roadmap for all organizational activities in the Diffa region. The framework outlines the institutional priorities for the coming years, emphasizing the transition from emergency response to sustainable development initiatives. By aligning its resources with the objectives set for 2025-2030, VND/NUR aims to solidify its footprint in the region and expand the reach of its development programs.

The vision articulated by M. Kiari Moustapha shows the dual nature of the organization’s mission. Under the 2025-2030 Strategic Plan, the organization intends to balance the immediate delivery of aid with long-term capacity building. This approach is designed to ensure that the communities supported by VND/NUR are better equipped to manage their own resources in the future. The focus on preserving means of subsistence is a central component of this strategy, reflecting the organization’s commitment to fostering self-sufficiency among the populations it serves.

The implementation of the 2025-2030 plan involves a rigorous monitoring process to ensure that the interventions remain effective. VND/NUR continues to evaluate its progress against the benchmarks established at the start of the current strategic cycle. Through this structured approach, the organization maintains transparency and accountability in its management of humanitarian and development projects. By adhering to the mandates defined for the 2025-2030 period, VND/NUR strives to create a lasting impact on the resilience of the communities across the Diffa region, building upon the foundational work that began in N'Guigmi in August 2000. The organization remains dedicated to its core mission, utilizing its extensive experience to navigate the complexities of regional development.
