The government of Niamey officially handed over the Gountou Yena site to the EGBTP/DAKEY group on 23 October 2026. This transfer marks the beginning of new urban infrastructure development at the location. Colonel-Major Abdoukarim Amadou Daouda, the Minister of Urbanism and Habitat, is supervising the project. The minister holds responsibility for overseeing the progress and execution of the work performed by the construction group. The official handover of the Gountou Yena site to the EGBTP/DAKEY group took place on October 23, 2026. This formal ceremony served as the foundational step for the scheduled site activities. The project is supervised by the Minister of Urbanism and Habitat, Colonel-Major Abdoukarim Amadou Daouda. His role ensures that the technical requirements of the site development remain consistent with the standards established by his office.

Collaborative Urban Development Framework

Niamey city hall and the Projet d'infrastructures économiques et urbaines (PIDUREM) are participating in the Gountou Yena initiative. These two organizations coordinate with the Ministry of Urbanism and Habitat to manage the urban infrastructure development project. The collaboration involves shared oversight of the site work currently underway. The initiative is conducted in collaboration with the Niamey city hall and the Projet d'infrastructures économiques et urbaines (PIDUREM). By pooling resources and administrative oversight, these entities aim to streamline the logistical requirements of the development. The involvement of the Niamey city hall ensures that municipal urban planning goals are integrated into the site's transformation. Simultaneously, the Projet d'infrastructures économiques et urbaines (PIDUREM) provides the necessary technical support to ensure that the infrastructure aligns with the broader economic objectives of the region.

Colonel-Major Abdoukarim Amadou Daouda issued specific directives to the EGBTP/DAKEY group regarding the construction process. The Minister of Urbanism and Habitat instructed the contractor to respect contractual deadlines for the completion of the infrastructure. He also mandated that the company adhere to all environmental constraints established for the project site. These instructions apply to the entire scope of work assigned to the construction firm. The Minister of Urbanism and Habitat, Colonel-Major Abdoukarim Amadou Daouda, emphasized that the EGBTP/DAKEY group must maintain a steady pace of operations to meet the established timeline. Adherence to these deadlines is a primary requirement of the contract. The environmental constraints mentioned by Colonel-Major Abdoukarim Amadou Daouda are designed to mitigate the impact of the construction on the surrounding urban environment. The EGBTP/DAKEY group is tasked with implementing these safeguards throughout the duration of their work at the Gountou Yena site. The Ministry of Urbanism and Habitat, alongside the Niamey city hall and the Projet d'infrastructures économiques et urbaines (PIDUREM), will continue to monitor the site to ensure that the EGBTP/DAKEY group maintains compliance with all issued directives and contractual obligations as the infrastructure project progresses toward its scheduled completion.
