Benin's new president, Romuald Wadagni, arrived in Niamey on Tuesday for his second official visit to Niger, where he was welcomed by General Abdourahamane Tiani. This high-profile meeting shows a concerted effort to de-escalate diplomatic tensions that have strained relations between the two West African nations for months. Wadagni, who took office on May 24, previously stopped in Lagos on Monday as part of his initial diplomatic tour. This visit to Niamey marks a significant milestone, as it is the first time a Beninese head of state has set foot on Nigerien soil since the July 26, 2023 coup d'état that brought General Tiani to power. The presence of Nigerien Prime Minister Ali Mahaman Lamine Zeine at Romuald Wadagni's inauguration in Cotonou earlier this year had already signaled a willingness for dialogue and prior diplomatic engagement between the two nations, despite the political upheaval in Niger.

Enjeux économiques et frontaliers cruciaux

The diplomatic discussions between Benin and Niger are centered around several critical issues, notably the key pipeline transporting Nigerien crude oil from Agadem to the Beninese port of Sèmè-Kpodji. This infrastructure is of critical economic importance to both countries. While Benin reopened its border with Niger in February 2024, aiming to normalize trade and transit, Niger has controversially maintained its blockade, citing "security reasons." Furthermore, Niger has explicitly accused Benin of hosting French military installations, alleging that these facilities are intended to destabilize the landlocked nation. The resolution of this complex issue is vital for both nations' economic stability. Niger has an imperative need to recover its oil revenues, which are key for its national budget and development. Concurrently, Benin relies heavily on transit fees generated from its port and transportation corridors to bolster its public finances, making the free flow of goods and oil essential.

Coopération sécuritaire et défis régionaux

Beyond economic considerations, the security situation along their shared border is a pressing concern. The northern region of Benin has experienced an increasing number of incursions from armed jihadist groups originating from the Sahel, posing a significant security challenge for the country. These cross-border threats necessitate a coordinated response. Consequently, the discussions between General Abdourahamane Tiani and President Romuald Wadagni aim to establish the groundwork for strong military cooperation along their extensive shared border. This collaboration is particularly focused on the area around the Parc W, a transboundary protected area that has frequently been affected by regional instability and the movements of armed groups. Both leaders seek to address the prevailing security threats through joint efforts, recognizing the interconnected nature of these challenges for their respective nations. Establishing a unified approach to border security and counter-terrorism is a key component of the ongoing diplomatic exchange in Niamey, according to officials, noting the seriousness with which both governments view these threats.

Perspectives diplomatiques régionales

Following his key visit to Niamey, President Romuald Wadagni is scheduled to continue his regional diplomatic offensive. He will travel to Ouagadougou to meet with Captain Ibrahim Traoré, the transitional leader of Burkina Faso. The Beninese president's diplomatic tour will then continue with stops in Lomé, the capital of Togo; Abidjan, the economic hub of Côte d'Ivoire; and Accra, the capital of Ghana. This extensive itinerary shows a broader regional diplomatic push by President Wadagni after taking office, signaling his intent to actively engage with neighboring heads of state. The series of visits aims to engage leaders across West Africa, facilitating discussions on shared challenges and strengthening bilateral ties. His engagements are anticipated to focus on fostering regional stability, enhancing economic cooperation, and addressing critical security matters that affect the entire sub-region, thereby reinforcing Benin's role in regional diplomacy.
